My last question - The point has been raised by some that cigarettes with a decreased nicotine content might be misconstrued as healthy. As we know, there are many "health myths" that persist as commonly-held beliefs. If such a policy change were to take effect to decrease the nicotine content, how can we frame this change to patients and communities to minimize undesirable consequences?
